Lots of people want lots of things and nothing is organised. This is competition and crossed purposes rather than real hostility — a lot of noise and effort producing less than it should. It can be energising, but it is wasteful, and somebody needs to set the rules.

The conflict either goes underground or ends. That might be an argument avoided at the cost of never resolving it, tension swallowed and turned into anxiety, or the welcome exhaustion when a contest finally finishes. It also covers the moment people realise they wanted different things all along.
